Review: Instructional materials development is one of the major interrelated elements in a dynamic foreign language curriculum. Within a systematic approach of curriculum development, materials development is based on sets of needs analysis, curriculum objectives, as well as learnability and teachability hypotheses. The development of Spotlight on China, an intermediate Chinese language textbook for CIEE students' language study in China, is consistent with this systematic approach.
